Struck-By Hazard Prevention on NJ, NY, and PA Job Sites

Backovers and other struck-by hazards are tied to the way equipment, vehicles and people move around active work. The controls depend on the equipment and the site layout.

When a backup alarm or observer is required

For construction motor vehicles covered by 1926.601, an obstructed rear view means the employer may use the vehicle only if it has a reverse alarm audible above surrounding noise or it backs only when an observer signals it is safe. Section 1926.602(a)(9)(ii) sets a similar alarm-or-employee-signal rule for earthmoving or compacting equipment with an obstructed rear view when it is used in reverse. A spotter is an allowed option in these provisions; a malfunctioning alarm is not automatically a violation if the required alternative is being used.

Check equipment and the travel path

Section 1926.601(b)(14) requires vehicles in use to be checked at the beginning of each shift for the listed systems and equipment, including safety devices. Defects must be corrected before the vehicle is placed in service. Check the rule that covers the particular machine, along with its operating instructions, before treating one inspection checklist as suitable for every type of equipment.

Plan where people and equipment move

A simple internal traffic plan can help a crew see vehicle routes, pedestrian paths, delivery areas, backing locations and how operators will communicate. It is a planning tool, not a substitute for the specific OSHA requirements that apply to equipment or public-road work. Revisit it when access points, staging or the work area changes.

Before a task begins, talk through where workers will be on foot, how they will approach equipment, how the operator will know they have been seen, and what the crew should do if visibility or communication is lost. Use a spotter when needed and agree on the signal before backing starts.

Read the rules that cover the equipment

Review OSHA’s standards for motor vehicles and material-handling equipment. If the work needs a written procedure or task-specific JHA, request a free 30-minute preliminary consultation. Mike will confirm the scope before paid work begins.
