Aerial Lift and Scissor Lift Safety Requirements Under 1926.453

A boom lift and a scissor lift may both raise a worker, but OSHA does not apply the same construction standard to each. Identify the equipment first, then check the rule and the manufacturer’s instructions that go with it.

Boom-type aerial lifts

OSHA’s aerial-lift rule, 29 CFR 1926.453, covers vehicle-mounted devices such as articulating and extensible boom platforms. For those lifts, the controls must be tested each day before use, only authorized persons may operate the lift, and workers must stand on the basket floor. Section 1926.453(b)(2)(v) requires a body belt with a lanyard attached to the boom or basket. The rule’s note explains that a body belt is not acceptable as part of a personal fall-arrest system; its use is for tethering or restraint.

Scissor lifts

OSHA says scissor lifts are treated as scaffold work platforms, not aerial lifts. The relevant construction provisions include 1926.451 and 1926.452(w). Scaffolds more than 10 feet above a lower level require fall protection, with the method determined by the scaffold type and the applicable rule. A scissor lift’s guardrails are part of its design; follow the lift’s instructions and do not remove or alter them without proper authorization.

Check the lift and work area

Before work, confirm the equipment type, authorized operator, platform limits, controls, ground and nearby hazards. Look at overhead lines, floor edges, openings, traffic and the route to the work area. Use the lift’s operating manual for checks and conditions specific to that model; one generic checklist may not fit every machine.

OSHA’s aerial-lift standard, scaffold requirements, mobile-scaffold rules and scissor-lift guidance provide the details. Confirm the applicable requirements for the equipment and task.
