Your GC requires it because their client — the owner — requires them to only use contractors with verified safety programs and acceptable safety records. A passing ISN grade means your safety documentation has been reviewed and meets the owner's standards. A failing grade can disqualify you from bidding before anyone looks at your price.
A safety manual is a comprehensive company document covering all aspects of your safety management system — policies, responsibilities, procedures, training requirements, and forms. A written safety program typically refers to a specific regulatory document required by OSHA for a particular hazard category, such as a fall protection program or a hazard communication program. A Job Hazard Analysis (JHA) is a document that breaks a construction task into its sequential steps, identifies the hazard associated with each step, and specifies the control measure that addresses it. You need one whenever a GC requires task-level documentation before your crew starts a new scope, when an OSHA standard requires a written procedure for a high-hazard task (such as confined space or energized electrical work), or when you want to systematically reduce the injury risk of work your crew performs regularly.
