Silica dust is one of the most serious occupational health hazards in demolition work. Every concrete saw cut, every jackhammer strike, every grinder pass releases respirable crystalline silica into the air. Long-term exposure causes silicosis, COPD, and lung cancer—and unlike a cut or a fall, you won’t know it’s happening until the damage is done.

OSHA’s Silica Standard for construction (29 CFR 1926.1153) has been in effect since 2017, and enforcement has become increasingly aggressive. For demolition contractors in New Jersey, New York, and Pennsylvania, compliance isn’t optional.

What OSHA’s Silica Standard Requires

The standard applies whenever workers perform tasks that disturb silica-containing materials. On demo jobs, that includes concrete demolition, masonry removal, jackhammering, grinding, cutting, and chipping. If your crew is doing it, the standard applies.

Written Exposure Control Plan. Every employer subject to the silica standard must have a written Exposure Control Plan before work begins. The ECP must identify the silica-generating tasks on the job, the engineering and work practice controls in use, and who is responsible for implementing them. This is the document OSHA asks to see first.

Engineering controls first. The standard requires engineering controls to reduce silica exposure to or below the Action Level (25 micrograms per cubic meter). For demo work, that typically means wet methods, local exhaust ventilation, or enclosed cab equipment. Respirators are the last line of defense—not the first.

Respiratory protection. When engineering controls alone cannot reduce exposures to or below the PEL (50 micrograms per cubic meter), respiratory protection is required. The type of respirator depends on the actual exposure level.

Housekeeping. Dry sweeping and dry brushing of silica-containing debris is prohibited where wet sweeping, HEPA vacuuming, or other methods are feasible. This is one of the most commonly cited violations—and one of the easiest to avoid.

Medical surveillance. Workers required to use a respirator for 30 or more days per year must be offered a medical exam, including a chest X-ray and lung function test, within the first 30 days of assignment and every three years after.

The Table 1 Shortcut

OSHA’s Table 1 is the fastest path to compliance for most demo tasks. It lists specific equipment and work methods that, when followed correctly, are presumed to control exposures without requiring air monitoring. If your crew uses a concrete grinder with a shroud and a HEPA vacuum and follows the listed controls, you don’t need to measure silica levels in the air.

Table 1 covers most tasks common in demolition: jackhammering, concrete grinding, mixing mortar, and more. Using Table 1 significantly reduces the documentation burden while keeping you fully compliant.

What Gets Contractors Cited

The most common silica violations among demolition contractors in NJ, NY, and PA are not equipment problems. They’re paperwork and training problems.

  • No written Exposure Control Plan on site
  • Dry sweeping of silica debris instead of wet methods or HEPA vacuuming
  • Incorrect or missing respirator selection
  • No designated competent person for silica
  • Failure to train workers on silica hazards and controls before work begins

What You Need Before the Next Demo Job

Pulling together a compliant silica program doesn’t require months of work. Before your crew breaks ground on any demolition job, the following should be in place:

  • A written, job-specific Exposure Control Plan
  • Table 1 compliance documented for all silica-generating tasks, or air monitoring data if you’re not using Table 1 methods
  • Documented worker training on silica hazards, the ECP, and the controls in place
  • A designated competent person on site who understands the standard
  • Respiratory protection selected, issued, and fit-tested
  • Housekeeping procedures in writing

These aren’t bureaucratic checkboxes. They’re what stands between your crew and a serious illness that takes years to show up.
