If your crew is running slings off a crane, a lattice-boom truck, or a rough-terrain lift this fall — for steel erection, bridge girders, precast panels, or just picking material off a flatbed — you're operating under rigging safety requirements that OSHA enforces just as hard as fall protection or trenching. Rigging failures don't produce near misses. They produce dropped loads, crushed workers, and fatality investigations. And with heavy civil and steel erection work picking up across NJ, NY, and PA this construction season, OSHA compliance officers are watching rigging practices closely on every site with a crane or hoist in the yard.

The controlling standard is 29 CFR 1926.251, Rigging equipment for material handling. It covers alloy steel chain slings, wire rope slings, metal mesh slings, natural and synthetic fiber rope, and synthetic web slings — every sling type you'll find on a demolition, heavy civil, or steel erection site. Here's what a compliant rigging program actually looks like in the field.

Daily and Pre-Use Sling Inspection Requirements

Every sling and its fastenings and attachments must be inspected for damage or defects each day before use, by a competent person designated by the employer — not just glanced at, actually inspected. If service conditions warrant it (multiple lifts, heavy use, harsh environment), additional inspections are required during the shift, not just at the start. For alloy steel chain slings specifically, OSHA and ASME B30.9 both require a documented thorough periodic inspection at intervals not exceeding 12 months. If you can't produce that inspection record during an audit or after an incident, you have a paper problem on top of a safety problem.

Safe Working Load Limits and Load Markings

Rigging equipment must carry permanently affixed, legible identification markings showing its manufacturer-recommended safe working load, and it cannot be loaded beyond that rated capacity — ever, not "just this once" to save a second pick. This is one of the most common rigging violations OSHA cites: slings with worn-off or missing tags, or field crews eyeballing load weight instead of confirming it against the rigging's rated capacity. Sling angle matters here too — a sling rated for 10,000 lbs at a 90-degree vertical hitch loses significant capacity the moment you choke it or rig at an angle, and that math has to happen before the pick, not after something slips.

Removing Defective Rigging From Service

Damaged or defective rigging gets pulled immediately — no exceptions, no "it'll make it through the shift." Wire rope with broken wires, kinking, or corrosion; chain with stretched or bent links; synthetic web with cuts, burns, or UV degradation; fiber rope with abrasion or rot — all of it comes out of service the moment a competent person spots it. Slings cannot be shortened with knots, bolts, or other makeshift fixes, and they need to be padded or protected anywhere they'd contact a sharp edge on the load. A rigging program without a clear "tag it, remove it, replace it" procedure is relying on hope.

Storage and Housekeeping for Rigging Equipment

When it's not in use, rigging equipment has to be stored out of the immediate work area so it doesn't become a tripping or struck-by hazard itself, and kept out of conditions — standing water, chemical exposure, extreme heat — that accelerate wear. Sites that toss slings in a pile by the crane pad are setting up their next failed inspection.

Here's what contractors need in place to hold up under an OSHA inspection or a GC prequalification review:

  • A designated competent person responsible for daily pre-use sling inspections
  • Legible manufacturer ID tags on every sling showing rated safe working load
  • Documented periodic (at minimum annual) inspection records for alloy steel chain slings per ASME B30.9
  • A written tag-out and removal procedure for damaged or defective rigging
  • Dedicated, protected storage for rigging gear when not in use
  • Load chart or rigging plan reference for multi-leg and angled picks

Rigging incidents are almost always preventable — the standard is specific, the inspection criteria are well established, and the fixes are procedural, not expensive.
