Electrical safety requirements on construction sites don't get the same attention as fall protection or trenching, but electrocution is one of OSHA's "Fatal Four" — the four hazard categories that account for the majority of construction deaths every year. On demolition, GC, and heavy civil sites across NJ, NY, and PA, temporary power is everywhere: generators, extension cords running across wet slabs, panels feeding saws and lifts, and overhead lines that don't always show up on the plans. Most electrical citations OSHA writes aren't for exotic hazards — they're for missing GFCI protection, damaged cords still in service, and crews working closer to power lines than the standard allows. If your written safety program doesn't spell out how electrical hazards get controlled on-site, that's a gap an inspector will find fast.
GFCI Protection and Assured Equipment Grounding — 1926.404
Under 29 CFR 1926.404(b)(1)(i), every 120-volt, single-phase, 15- and 20-amp receptacle outlet that isn't part of the permanent building wiring must be GFCI-protected. That covers nearly every cord-and-plug tool and temporary outlet on an active job site. If you're not using GFCI protection, the alternative is a written assured equipment grounding conductor program under 1926.404(b)(1)(iii) — and most contractors who claim they're running one can't actually produce the required documentation when asked. Cords, receptacles, and equipment grounding conductors need visual inspection before each use, and any damaged cord gets pulled from service immediately, not "used carefully" until the end of the shift.
Overhead and Underground Power Line Clearance
1926.416 requires that no employee work in proximity to an energized power line unless it's been de-energized and grounded, or the crew maintains a safe clearance distance — generally a minimum of 10 feet for lines up to 50kV, with greater distances required as voltage increases. This is where demolition and heavy civil crews get into trouble fastest: booms, excavator arms, and material handlers swinging near overhead distribution lines. Crane work near power lines falls under the separate requirements of 1926.1408, which mandates a documented determination of line voltage and minimum approach distance before the lift starts — not an eyeball estimate from the operator. For underground lines, utility markout through your state's one-call system has to happen before excavation, and any exposed or suspected line gets treated as energized until confirmed otherwise.
Temporary Wiring and Extension Cord Requirements
1926.405 governs temporary wiring on construction sites, and it's the section most often ignored in practice. Flexible cords have to be rated for hard or extra-hard usage, protected from damage where they cross traffic paths or sharp edges, and can't be run through doorways, windows, or other pinch points without protection. Splices need to maintain the mechanical strength and insulating quality of the original cable — twisted-and-taped repairs don't meet the standard. Panels and disconnects need clear working space in front of them per 1926.403, and temporary lighting strings need guarded lamps to prevent contact and breakage.
Contractors on active NJ, NY, and PA sites should have the following in place before the next walk-through:
- GFCI protection on all temporary receptacles, or a documented assured equipment grounding conductor program with inspection records
- Daily visual inspection of cords, plugs, and grounding conductors, with a process for immediately removing damaged equipment
- Documented minimum approach distances for any equipment or personnel working near overhead power lines
- A written crane lift plan addressing power line proximity per 1926.1408 for any crane work near energized lines
- Underground utility markout completed and confirmed before excavation begins
- Panels and electrical equipment with clear, unobstructed working space maintained per 1926.403
- Extension cords rated for the environment, protected at crossing points, and free of unauthorized splices
